La flota mercante controlada por las navieras españolas retrocedió en 2014 un 5,6%, lo que supone descender por tercer año consecutivo y, además, batiendo un nuevo récord histórico a la baja tras el techo negativo que se había registrado en 2013 con una pérdida entonces de flota del 4,1%. Para la Asociación de Navieros Españoles (ANAVE), el origen del problema sigue estando en las condiciones del Registro Especial de Canarias (REC).

The Korean Register (KR), an IACS member classification society, has been authorized by the Latvian government to deliver statutory services. KR is now able to conduct relevant surveys, audits and issue certificates to Latvian flagged ships for Solas, Marpol, ITC, ICLL, ISM code, and MLC. ISPS code-related certification will also be carried out upon acquiring prior approval from the Latvian government.

Liberia has been confirmed as the best-performing major ship registry worldwide over the last three years in the latest statistics from the Paris memorandum of understanding (MoU) on port state control. The Paris MoU statistics confirm that Liberia had the best detention rate during the last three years of those registries with more than 100,000 gt of shipping under their flag. Liberia’s detention rate was 2.03%, based on 82 detentions arising from 4,046 inspections. This positions it ahead of the Marshall Islands, which had a detention rate of 2.5% based on 63 detentions of 2,521 vessels inspected. Panama was in third place, with a detention rate of 4.89%, resulting from 305 detentions out of 6,238 inspections. Liberia also recently received its Qualship (quality shipping for 21st century) certification for 2014 from the US coast guard (USCG).

La Asociación de Navieros Españoles (ANAVE) ha vuelto a alertar este martes de las negativas consecuencias que está teniendo para la flota mercante de pabellón español la inacción del Gobierno español a la hora de reformar el Registro Especial de Canarias (REC), y que ha provocado que el pasado 2013 las inscripciones en el mismo experimentase el mayor descenso desde que se creó dicho registro en 1992, con una bajada superior al 8%.

Así definió ayer Adolfo Utor, presidente de la Asociación de Navieros Españoles (ANAVE), la Declaración de Atenas, firmada hace un mes por los ministros de Transporte de la UE y para la que Utor reclamó un compromiso programado de ejecución a fin de que no se quede en “papel mojado”.

According to a study by Oxford Economics, the EU controlled fleet (which includes ships whose ultimate ownership or control lies in an EU country, but which may be flagged in a different country) currently represents around 40% of the world’s gross tonnage. Since 2005, this percentage has expanded by more than 70% in tonnage terms. As for its total economic impact, the European shipping industry is estimated to have contributed EUR 145 billion to GDP, employed 2.3 million workers and generated tax revenues of EUR 41 billion in 2012.

The Liberian Registry has authorised the Croatian Registry of Shipping (CRS) to act on its behalf in connection with the survey, audit, certification, and plan-review of Liberian-flagged ships and the companies which operate them. The Liberian Registry says it adopts a proactive approach to the service it provides to the ships flying the Liberian flag. It has harmonised audit and Maritime Labour Convention verification services and delegates authority to perform audits, inspections and certification to recognised organisations which it knows and trusts.

The IMO and the African, Caribbean and Pacific Group of States (ACP) have signed a contract aimed at upgrading the region’s maritime administrations and preparing its states for the mandatory IMO audit scheme. The contract is funded by the European Union with a EUR 1.2 million grant which is set to support training and capacity-building activities aimed at enhancing flag state implementation and port state control in Western and Central Africa.

The European Commission (EC) has opened a formal in-depth investigation to examine whether changes to the French tax rules for maritime companies are in line with EU state aid guidelines to maritime transport. The EC intends to focus in particular on the inclusion of time chartered vessels under non-EU flags in the French tonnage tax scheme.

The European Commission (EC) has decided to retain the current form of the guidelines relating to state aid to maritime transport, which include EU tonnage tax regimes. The decision follows an EC review of the guidelines and has been formally communicated to the European Community Shipowners’ Associations (ECSA).

"Greek tax changes will affect shipping companies" (31/05/2013)

The international accountant and shipping adviser Moore Stephens says changes to the country’s tax laws that were recently approved by the Greek parliament will impact companies engaged in the shipping industry. There is a new requirement for Greek shipowners to pay tonnage tax on ships operating under flags other than the Greek flag which are managed by companies based in Greece, or offshore companies which have a branch in Greece, operating under law 89 of the Greek constitution.
