The 2016 kidnap and piracy map, accompanied by a global kidnap review, has just been published by NYA International, a consultancy for global risk and crisis management. The regions of concern include some African countries with growing civil unrest, criminality in certain Latin American states and the advance of Islamist militancy worldwide. There are severe threat ratings for piracy off Somalia, Nigeria, Singapore and Malaysia. Although the incidents off the Somalian coast have decreased since 2012, attacks, sightings and hijackings of smaller vessels in 2015 indicate the threat remains severe.

Piracy watchdog ReCAAP issued a report stating that a total of 161 incidents of piracy and armed robbery against ships had been reported in Asia between January and September 2015. This is a 25% increase compared to 129 incidents reported in the same period in 2014.

Given the recent rise of hijackings and piracy attacks on merchant ships in the Straits of Malacca, Indonesia and Malaysia have decided to form rapid response teams. Last week alone six commercial ships were attacked in the busy trade lane in the span of 48 hours. Whilst the crews were unharmed in the incidents, the tanker "Elbtank Denmark" reported loss of property when four perpetrators armed with knives stole the crew’s personal effects.

The regional cooperation agreement on combating piracy and armed robbery against ships in Asia (Recaap) has stated that with a total of 183, the number of piracy incidents registered in 2014 is the highest ever figure since reporting began in 2010. The piracy watch dog said the 183 incidents comprised 168 actual attacks and 15 attempts. The overall figure equates to 22% more incidents in 2014, compared to 2013.

The Kalamos was attacked while it was waiting to load at Qua Iboe, an oil terminal in south-eastern Nigeria. The pirates killed a Greek deputy captain of the ship, and took two Greeks and a Pakistani citizen hostage, according to the Greek government. The Gulf of Guinea in West Africa is regarded as a new centre of piracy.

EU member states have decided to extend the mandate of the EU anti-piracy naval mission off the coast of Somalia both in terms of scope and duration. EU Navfor Atalanta will now run until 12 December 2016, and include several new secondary objectives. They are designed to combat piracy and its root causes more effectively, by coordinating with and providing assistance to other EU initiatives in the area, as well as monitoring and reporting on illegal fishing activities.

Unconfirmed reports of a pirate attack off the Nigerian coast show the area is still volatile and there is no room for complacency says maritime security company Mast. This statement follows recent reports from of a pirate attack 62 nm south of the Nigerian coast, involving the Malta-flagged MT "Basat" with 14 Turkish crew, two of whom were possibly kidnapped.

Según la International Maritime Bureau (IMB) los ataques piratas en los primeros nueve meses del año han experimentado un descenso del 5%, respecto al mismo periodo del año anterior, aunque también dichas fuentes están preocupados porque en el tercer trimestre del año han aumentado los secuestros de pequeños buques cisterna en la zona del sudeste asiático.

 

Respresentantes de la citada organización también destacan que estos buques cisternas para los piratas son un «premio», ya que en poco tiempo secuestran a la tripulación mientras descargan el cargamento que llevan a bordo para luego venderlo. Durante estos nueve meses los piratas mataron a 3 personas, raptaron a 5 y 369 fueron secuestradas. También en este periodo de tiempo fueron 17 buques secuestrados, 124 fueron abordados y 10 objeto de disparos. También hubo 27 tentativas de ataque. En sólo el último trimestre, julio, agosto y septiembre, se han totalizado un total de 62 buques atacados por los piratas, mientras que en el 2013 fueron 50.

The Economic Community of West African States (Ecowas) is planning to launch a pilot project aimed at monitoring and tackling the growing problem of piracy in the Gulf of Guinea. The countries of the region have been grouped into different zones for information coordination and action, the first one to be implemented is the so called "zone E", which comprises Nigeria, Niger, Benin and Togo. The International Maritime Bureau (IMB) recently warned of the dangers to ships transiting West African waters, particularly around Nigeria, Benin and Togo.

The latest security advisory for Nigeria issued by the Baltic and International Maritime Council (Bimco) effectively renders the use of armed guards commercially placed on merchant vessels illegal. This is likely to have major repercussions for any shipowners and charterers, should they be caught with unauthorized armed police or marine police on board, said maritime security company GoAGT.

Los piratas somalíes sólo realizaron quince incursiones en 2013, la quinta parte de las llevadas a cabo a lo largo del año anterior y menos del 7% de las 237 contabilizadas en 2011, cuando se alcanzó el récord de ataques. Los corsarios capturaron dos naves en los últimos doce meses, y ambas permanecieron bajo su control veinticuatro horas.

According to the news site VoiceofRussia.com, Ukraine has complained to the European Union about an increasing number of incidents in which Ukrainian cargo ships travelling along the river Danube were attacked by pirates from Romania or Serbia. Unlike their brethren in the Gulf of Aden, Danube pirates never seize ships, but only loot whatever they deem to be of value.
